Tim Spreitzer is Executive Vice President at Brian Communications. Mr. Spreitzer previously served as Executive Vice President at Tierney advertising agency since 2008. His accounts at Tierney included Independence Blue Cross, Corporation Service Company and PECO. Mr. Spreitzer led Tierney’s crisis and issues management practice, providing communications strategies for clients facing a variety of situations including mergers and acquisitions, abrupt management changes, labor disputes, and major litigation. Spreitzer currently serves on the Board of Friends of Chester Arthur, a nonprofit organization committed to supporting the neighborhood public school.
Mr. Spreitzer’s other past positions include Communications and Policy Director for Dwight Evans’ Philadelphia mayoral campaign and Deputy Chief of Staff at the School District of Philadelphia. Originally from Chicago, Mr. Spreitzer formerly served as an Education and Workforce Policy Advisor for the Office of the Governor of the State of Illinois. He served on The Center for Autism’s Board of Directors (2010) and has volunteered for Big Brothers, Big Sisters.
Mr. Spreitzer earned his bachelor’s degree from Western Illinois University and his M.B.A. from St. Joseph’s University. He and wife Cheryl reside in the Point Breeze section of Philadelphia with their daughters Lucy and Amelia.

Deana Gamble previously served as Communications Director for the City of Philadelphia. She oversaw strategic and crisis communications for Mayor Jim Kenney and more than fifty City offices, departments, and agencies. Mrs. Gamble worked for the City for almost eight years in various positions, including Chief of Staff and Communications Director for the Mayor’s Office of Education. She was integral in launching Mayor Kenney’s priority education initiatives, including PHLpreK, Community Schools, the local Board of Education, and the Octavius Catto Scholarship in partnership with Community College of Philadelphia.
Prior to the Kenney Administration, she led marketing and development for the Mayor’s Commission on Literacy and for a non-profit community development corporation and charter school operator. She earned a Master of Science degree from University of Pennsylvania in Nonprofit Leadership and a Bachelor of Arts from Temple University in Strategic Communications. She is a proud mother of one son and passionate about expanding quality education opportunities for all Philadelphians.

Raymond Smeriglio’s professional career has always been at the intersection of investment and opportunity. Currently, Smeriglio serves on the Cable Diversity, Equity and Inclusion team at Comcast NBCUniversal working to bridge the digital divide via the organization’s signature digital equity program – Lift Zones – providing connectivity and empowering economic mobility to over 1,200 community centers across the country to unleash a future of Unlimited Possibilities.
Prior to Comcast, Smeriglio served as First Deputy & Chief of Staff to the City of Philadelphia’s $500 million investment into Parks, Recreation Centers and Libraries – Rebuild. At Rebuild, Smeriglio oversaw Communications, Marketing, Government Affairs and Fundraising teams – leading the charge in raising over $30 million towards community projects.
Outside of work, Smeriglio serves on Governor Josh Shapiro’s LGBTQ Affairs Commission, served on Temple University’s Strategic Planning Committee, and lives in South Philadelphia with his partner, Miguel. He holds an undergraduate degree from Temple University in Strategic Communications.

Rasheia R. Johnson, City Treasurer was appointed as Treasurer to the City of Philadelphia on January 19, 2016. She received her Bachelor of Science from Albright College in Accounting. She is also an alumnus of Parkway High School (Northwest), class of 1994. With over 15 years of financial experience and accomplishments, Ms. Johnson decided to leave the private sector and serve the public with the appointment as City Treasurer by Mayor Jim Kenney.
Prior to being appointed Treasurer, Ms. Johnson worked at Siebert Brandford Shank L.L.C as Senior Vice President and head of its Philadelphia office. She also worked in the municipal finance department at Loop Capital Markets in Philadelphia and previously worked for Public Financial Management in Philadelphia. Throughout her career, Ms. Johnson managed over $7 billion in transactions and has provided complex technical and analytical expertise for a variety of municipal issuers.
As City Treasurer, Ms. Johnson overseas the cash management and investments of all City funds, all custodial and commercial banking relationships, and the disbursement of City funds. In addition to overseeing the issuance of all notes and bonds on behalf of the City’s General Fund and Enterprise Funds (Airport, Gas Works, Water and Wastewater) to finance capital projects and major equipment acquisition in adherence with the City’s debt management policy, she ensures that all principal and interest is paid in a timely and efficient manner.
In addition to her financial career, Ms. Johnson finds time to give back to her community by serving on the finance committee of her local church and serving as a mentor to young women who are interested in pursuing a career in finance.

As Senior Director of Grants and Strategy at the American Friends Service Committee (AFSC), a Quaker organization advancing peace and justice worldwide, she leads philanthropic strategy and institutional partnerships across 22 U.S. programs and 16 international regions. Her work focuses on aligning systems, people, and strategy to strengthen funder relationships, enhance collaboration, and translate mission-driven goals into measurable outcomes.
Under her leadership, AFSC’s institutional funding portfolio grew from $4.5 million to $14 million annually through the implementation of data-informed systems, cost recovery models, and strategic alignment. Committed to helping global teams work more effectively while maintaining a strong focus on ethics, equity, and human connection, she has integrated innovative approaches such as AI-supported tools, knowledge-sharing systems, and data-driven forecasting.
Previously, Sok Be held senior advancement roles at Drexel University, Temple University, and the Wharton School, where she secured six- and seven-figure partnerships across health, technology, and innovation.

Morgan Cephas was elected to serve her first term in the Pennsylvania House of Representatives in November 2016. As a lifelong public servant and native of West Philadelphia, Morgan works to forge cross-sector collaborations and partnerships to solve some of the community’s biggest challenges.
In the General Assembly, Morgan’s priorities include expanding access to health care to improve health outcomes, increasing educational opportunities and career pipelines for youth and young adults, creating jobs through business incentives, and ensuring women and girls are a priority. Since her first term, she has successfully secured over $15 million in state funds to improve local schools, parks, businesses, and libraries and to jumpstart community development projects throughout the 192nd Legislative District. She currently sits on the Appropriations, Health, Insurance, Committee on Committees, and Labor & Industry committees and is a co-chairwoman of the Democratic Women’s Health Caucus.
Currently, Morgan also serves on the Pennsylvania Workforce Development board, the Pennsylvania Infrastructure Investment Authority (PENNVEST) board of directors, and Lankenau Medical Center President’s Advisory Council. Formerly, he served as vice chairman of the board, and president and CEO of PRWT Services, one of the largest minority-owned firms in America, and held executive roles with Quadrant, Menasha Corporation, Polaroid and Digital Equipment Corporation.
His commitment to workforce development and business opportunity diversity and inclusion efforts, both professionally and personally, has shaped his civic and board activities. Harold serves on the board of many organizations, including Cobbs Creek Restoration and Community Foundation, Economy League of Greater Philadelphia, World Affairs Council of Philadelphia and Board Chair First Step Staffing of Philadelphia. Harold previously served on the board of the Philadelphia Inquirer and as an executive committee member of the Greater Philadelphia Chamber of Commerce, the African American Chamber of Commerce, The Urban League of Philadelphia, Comcast National African American Advisory Council, Philadelphia Industrial Development Corporation (PIDC) and Chair of the African American Museum of Philadelphia. Mia Fioravanti serves as Vice President of Corporate Affairs for the Bellwether District in Philadelphia. In that role, Mia oversees the company’s Philadelphia-focused community outreach and workforce development efforts as HRP executes on its plan to clean up and transform the former PES refinery site into a state-of-the art, multi-modal logistics campus.
Prior to HRP, Mia was Executive Director of Corporate Social Responsibility for alternative asset manager FS Investments. In that role, Mia oversaw FS Investments’ corporate social responsibility initiatives, served as Executive Director of the FS Investments Foundation, and led strategy and execution for the firm’s diversity and inclusion initiatives. Prior to FS Investments, Mia worked for the Pennsylvania House of Representatives and for Urban Outfitters, Inc.

Dr. Alycia Marshall previously served as the Provost and Vice President for Academic and Student Success at Community College of Philadelphia, overseeing Academic Affairs, Workforce Development as well as Student Support and Engagement. Dr. Marshall began her career in higher education at Anne Arundel Community College (AACC) in Maryland where she was a tenured Full Professor of Mathematics, Department Chair of Mathematics and Associate Vice President for Learning and Academic Affairs. She holds a Ph.D. in Mathematics Education from the University of Maryland College Park, a Master of Arts degree in Teaching from Bowie State University, and a Bachelor of Arts degree in Mathematics from the University of Maryland Baltimore County.
Dr. Marshall is an Aspen Rising Presidents Fellow (2023) and one of the Charles A. Dana Center’s inaugural Mathematics Pathways Leadership Fellows (2016). She has been awarded the Verizon Community Innovator Award (2013), the 2015 INSIGHT Into Diversity Magazine’s “100 Inspiring Women in Stem Award,” a National Faculty Role Model Award presented by Minority Access Inc. (2015), the John and Suanne Roueche Excellence Award (2017), and the League Excellence Award (2021) from the League for Innovation in the Community College.
Dr. Marshall was the Principal Investigator and founder of the Engineering Scholars Program, a National Science Foundation grant providing scholarships, mentoring, and support services to underrepresented students in STEM.
Throughout her career in higher education, Dr. Marshall has contributed to statewide and national initiatives in mathematics, serving as the co-lead of the Lower Division Pathways Mathematics Advisory Group (MAG) for TPSE (Transforming Post-Secondary Education) Math and as a member of the Carnegie Math Pathways Steering Committee. Through this work, she joins a select group of national leaders to provide a voice in shaping the direction of effective and innovative math programs serving students across the country and abroad.
Dr. Marshall is also very active in leadership development and is passionate about mentoring and supporting aspiring leaders. She is the founder and visionary of AACC’s inaugural African American Leadership Institute and led efforts to create the Aspiring Leaders Fellowship Program housed at CCP which now provides leadership development and mentorship to participants at both the Community College of Philadelphia and Montgomery County Community College.

Lorina Marshall-Blake is the president of the Independence Blue Cross Foundation (the Foundation), a charitable, private foundation founded in 2011, and also the vice president of community affairs at Independence Blue Cross (Independence).
In her role with the Foundation, she leads strategic, programmatic, and operational efforts to fulfill the Foundation’s mission to lead sustainable solutions that improve the health and wellness of the community. Under her leadership, the Foundation has established itself as a collaborator, innovator, and thought leader in addressing emerging health needs in southeastern Pennsylvania.
As the vice president of community affairs, Marshall-Blake develops and manages relationships with community partners to advance Independence’s social mission efforts.
Marshall-Blake is passionate about giving back to the community. She is involved with more than 30 professional and civic organizations, including the Anti-Defamation League and the United Negro College Fund, and is the former president of Alpha Kappa Alpha Sorority, Inc., Omega Omega Chapter. She is also an associate minister at the Vine Memorial Baptist Church in Philadelphia.
Currently, she also serves on more than 25 non-profit boards and committees including the Blue Cross Blue Shield Association — Corporate Responsibility Committee, The Chamber of Commerce of Greater Philadelphia’s Paradigm Award & Scholarship Committee, the Urban Affairs Coalition, and the Urban League of Philadelphia. Marshall-Blake also serves on Drexel University’s College of Nursing and Health Professions Executive Advisory Council and Rutgers School of Nursing — Camden Dean’s Leadership Circle. Reverend Jonathan A. Mason Sr. was driven to service by his father, Rev. Lee Mason Jr., an esteemed and connected pastor in the Philadelphia area who ran in the same circles as Martin Luther King Jr., Clay Evans, Jesse Jackson, James Cleveland and many other prominent figures of the time.
Rev. Mason has had a distinguished career in media sales and management, leading teams at iconic New York radio stations such as 92.3 K-ROCK, 1010 WINS and 77 WABC. Tasked with driving exceptional revenue growth in the nation’s top media market, he consistently guided his teams to surpass revenue goals.
He now serves as the owner and operator of Philly’s Favor 100.7 FM, the last remaining Black-owned Gospel radio station in Philadelphia, where he continues to make a lasting impact in the industry.
Dedicated to bridging opportunity and education around the world, Rev. Mason’s support of an adopted school in Suhum, Ghana, has resulted in renovations to meet the needs of 300 children and prepare them to be world-class leaders. He has partnered with corporations, institutions of higher learning and community organizations for leadership training at his facility, Camp New Joy. The camp serves at-risk youth from communities across the nation.
During Rev. Mason’s career in radio, he was selected as the 2000 New York Infinity Broadcasting Radio Marketing Consultant of the Year. He received the Distinguished Alumni Award from Norfolk State University, his alma mater, in 2017, where he also established an endowment for Mass Communications students. In addition, he was past international president of Phi Beta Sigma Fraternity Inc.
Rev. Mason is a visiting professor at NSU, teaching courses in media sales and radio broadcasting. He earned a Bachelor of Science degree in News and Public Affairs, with a minor in Public Relations, from NSU; a master’s in Ministry from Missio Seminary in Philadelphia; and received an honorary doctorate from NSU.

Rodney McLeod is an American professional football player for Indianapolis Colts in the National Football League (NFL) and a 2016 Super Bowl winner with the Philadelphia Eagles.
A native of Hyattsville, Maryland, he attended DeMatha Catholic High School, where he was a standout football player. He received a scholarship to the University of Virginia, earning his bachelor’s degree in sociology. McLeod exemplifies what it means to be a successful player in today’s NFL. McLeod is constantly working to improve on the field and using his success to make a difference off the field.
McLeod takes pride in his on-field performance but even more pride in his community service ambitions. McLeod and his wife Erika established the Change Our Future Foundation in 2020. The foundation is committed to helping improve the lives of local youth through various education and enrichment initiatives that encourage families to build healthy lifestyles and empower youth to become agents of change worldwide. The McLeod’s also hosts their annual free Youth Football Camp at DeMatha,
which focuses on improving football fundamentals and developing life skills in Rodney’s hometown of Hyattsville, Maryland.
Outside of being a youth advocate, McLeod has participated in many philanthropic endeavors, including the Philadelphia Eagles social justice committee, the Philadelphia Eagles “End Philly Gun Violence” initiative launch, and the St. Louis Rams Salvation Army “Tree of Lights” campaign. McLeod is also a recipient of the NFLPA Alan Page Community (APC) Award, the highest honor that the NFLPA can bestow upon a player. The award annually recognizes one player who goes above and beyond to perform community service in his team, city, and hometown.

Arun S. Prabhakaran is the President of the Urban Affairs Coalition, where he oversees all of the $46M organization’s operations. Most recently, Prabhakaran entered the Philadelphia District Attorney’s Office (DAO) to serve as Chief of Staff to Philadelphia District Attorney Larry Krasner in January 2018, following an historic election in 2017 that saw record-high turnout for Philadelphia District Attorney. Arun planned and directed the administrative, financial, and operational activities for the DAO, the fifth largest prosecution office in the United States, serving 1.5M citizens of the City and County of Philadelphia with an annual budget of $48M.
Formerly, Mr. Prabhakaran was the Senior Vice President and Chief External Affairs Officer for the Urban Affairs Coalition, where he oversaw UAC’s External Affairs work in fund development, new business, government relations, strategic partnerships, board development and relations, marketing and communications, and community affairs. His previous professional experience includes: Government Relations and Public Sector Sales for a public policy IT firm; founding the city’s first youth-oriented harm reduction drop-in center, which served homeless, drug addicted youth; working as an independent consultant to nonprofits, government, political candidates, and other institutions; and a decade of grassroots organizing experience working to advance human rights and end poverty in the U.S. Currently, Mr. Prabhakaran serves in a variety of leadership capacities in the community, including: Maternity Care Coalition, Vice President, Board; and Philadelphia Works, Research and Policy Committee.

Ms. Roy is an associate in the White Collar Defense/Internal Investigations and Commercial Litigation practice groups at Ballard Spahr LLP. As a member of these practice groups, she conducts internal investigations and advises and defends companies and individuals facing criminal and civil investigation, and has participated in negotiations with the U.S. Department of Justice and federal regulatory authorities. Ms. Roy’s practice includes counseling clients in Anti-Money Laundering and Bank Secrecy Act matters, as well as matters involving allegations of tax fraud, violations of the False Claims Act and Anti-Kickback Statute, violations of the Food, Drug and Cosmetics Act, securities violations, and other fraud and regulatory offenses. She is a frequent contributor to Money Laundering Watch, Ballard Spahr’s blog focused exclusively on money laundering issues and has been named by Super Lawyers as a “Pennsylvania Rising Star” for business litigation for 2016-2017.
Ms. Roy is a 2006 graduate of Emory University and a 2011 graduate of University of Virginia Law School. After law school, she clerked for Judges Robert S. Ballou and Michael F. Urbanski of the U.S. District Court for the Western District of Virginia. Before entering law school, Ms. Roy was an elementary school teacher in Atlanta Public Schools with Teach for America.
