
Crystal Yates-Gale ’11, MBA
Crystal Yates-Gale has over 25 years of experience in the City of Philadelphia. She is a demonstrated leader. Crystal serves as the Deputy Managing Director of Health and Human Services in the Managing Director’s Office. In her capacity, she works to set strategy with the leadership of the Philadelphia Public Health Department, Department of Behavioral Health and Intellectual disAbility Services, Office of Homeless Services, Office of Community Wellness and Recovery, Office of Domesc Violence Strategies, and the Mayor’s Commission on Aging. The mission of the Health and Human Services cluster is to ensure the health and well-being, safety, and appropriate Supports for all Philadelphians, particularly the most vulnerable children and adults.
She previously served as the Deputy Commissioner of Administraon and Finance for the Philadelphia Fire Department. She also has extensive EMS leadership experience. During her time at the Philadelphia Fire Department, she served as Assistant Deputy Commissioner of EMS. In 2014, she launched the EMS Community Risk Reducon and Mobile Integrated Health Unit, which pursued innovave strategies to use patient-centered, mobile resources to reduce unplanned hospital visits. Her health care background is diverse and includes nursing, prehospital care, health insurance experience, and strengths-based family coaching. Crystal is passionate about health equity. She served on the steering committee for OVA Birth Justice, a structured community acon team focused on reducing maternal mortality. She was a member of the Advisory Committee for Cities Changing Diabetes in Philadelphia. She parcipated in the Philadelphia Resilience Project and OD Stat overdose mortality review committee. She served as a consultant for Primary Maternity Care in Milford, CT.
Crystal was a Diversity, Equity, and Inclusion Project Manager at Drexel University’s Dornsife School of Public Health. She led a diversity, equity and inclusion in the fire/EMS service project aimed to increase recruitment, retention, and advancement. She has presented on the topic in front of US and International audiences.
Crystal is a Pozen-Commonwealth Fund Fellow in Health Equity Leadership. The Commonwealth Fund’s mission is to promote a high-performing, equitable health care system that achieves beer access, improved quality, and greater efficiency, particularly for society’s most vulnerable, including people of color, people with low income, and those who are uninsured. Crystal received her MBA from Yale University’s School of Management and her BS in Professional Studies from West Chester University of Pennsylvania. She is an alumna of Community College of Philadelphia. She is also a Philadelphia Leadership alumna. She also received a certificate from Thomas Jefferson University’s Municipal Innovaon Academy.
